Student Basketball Council Action Items
Action Items Regarding Summer Evaluation 1. The SBC recommends the following points regarding summer evaluation models: a. Unlimited summer evaluation is too extreme. b. Elimination of summer evaluation is an unacceptable option depriving thousands of prospects the opportunity to be evaluated in the summer when prospects are not restricted by academic responsibilities. c. The NCAA/USA Basketball camp model benefits a small group of elite players and therefore is not a good option for the thousands of prospects who need to be evaluated by college coaches from mid and lower Division I programs. d. The present model of 24 days is recommended with a modification of a seven-day break in the middle of the evaluation period. The format would therefore by 12-7-12. The SBC does not see any correlation between the number of days for prospects to be evaluated and the ills of the summer including reports of improper inducements, the actions of apparel companies or other problems of the summer. e. The SBC remains open to evaluating other models that may be developed. 2. The SBC agreed that the absolute focus of the summer should be to facilitate the evaluation of prospective student-athletes. The SBC recommended that during the two "12 day evaluation windows" the following recruiting activities be banned: a. Phone calls to prospects. This would eliminate the illegal phone calls being made to prospects during the July evaluation period when prospects are competing. b. All bumping of prospects and prospects parents at the camps and tournaments. c. All contact between college coaches and nonscholastic coaches at the site of camps and tournaments. d. There should be increased certification requirements for camps and tournaments including event operators must arrange for seating at arenas and gymnasiums that separate college coaches from prospects, parents of prospects and nonscholastic coaches. 3. The SBC believes that by increasing the interaction between the prospective student-athlete and the college coach that it would reduce the influence of the middlemen whether they are coaches, advisors or others. Increasing the number of phone conversations permitted during the certain time periods during the year and permitting phone calls to juniors were identified as ways to increase the interaction. The SBC recommends the following exceptions to the present phone call legislation: a. One phone call to a junior prospect in the spring. b. Two phone calls per week during these periods: i. End of summer evaluation period to November 1 ii. Contact periods in March and April iii. The seven-day break in the middle of the summer evaluation period (There would be no phone calls during the two 12 day evaluation periods in the summer.) 4. The SBC recommends that a recruiting guide for men's basketball prospects should be developed that would include advice on how to manage recruiting and questions prospects should ask college coaches that could help the prospect make a more informed decision about interested colleges and universities. 5. The SBC selected Broderick Hicks to represent the council on the NCAA Division I Basketball Issues Committee. Action Items Regarding Diversity 1. The SBC recommends to the following points regarding the Confederate flag: a. The Confederate flag is a symbol of racism to Americans. b. The NCAA should not place basketball student-athletes in championship sites located in states where the presentation of the Confederate flag would be an offense to African-American and other basketball student-athletes. c. The NCAA and conferences should not schedule championships in locations where the presentation of the Confederate flag is an issue. 2. The SBC unanimously recommends endorsing the One Nation, One Flag, One People Celebration and encourages all basketball student-athletes to participate. 3. The SBC unanimously recommends that copies of the NABC Courtside articles and copies of the NCAA Minority Opportunity and Interests Committee's "Race Demographics of NCAA Member Institution's Athletics Personnel" should be forwarded to all student-advisory committees including campus, conference and NCAA for discussion and possible action. Action Items Regarding NCAA Amateurism Proposals 1. The SBC agreed to endorse its position on the amateurism proposals it voiced last May. SBC agreed that it did not support players who participate in professional basketball to return to college to compete. 2. The SBC agreed to support the educational expense proposal related to prep schools and private schools. 3. The SBC agreed to support the "fee for lessons" proposal for student-athletes. Action Items Regarding Student-Athlete Welfare 1. The SBC recommends inquiring of the NCAA how the CBS contract would benefit the basketball student-athlete. (An invitation is to be extended the NCAA to address this topic on an October 8 conference call of the SBC.) 2. The SBC recommends charging the executive committee to research the financial issues for the basketball student-athlete and report back with suggestions on how to improve their "quality of life." Included in the review would be: a. Stipend b. Trip home for Christmas holidays c. Pick up expenses of two family members to attend each round of the NCAA tournament student-athletes compete d. Increase the number of tickets student-athletes may receive to conference and championship events. e. Student-athletes being paid for their services and becoming employees of a university. 3. The SBC recommends that basketball student-athletes should be permitted to use their name and likeness. The NCAA, conferences, institutions and coaches benefit from the student-athletes name and likeness but the student does not. Specifically, basketball student-athletes should be permitted to run their own camps or clinics. 4. The SBC recommends that the National Letter of Intent (NLI) be amended to make it null and void if there is a head coaching change after the prospect signs the NLI. 5. The SBC recommends that the One Time Transfer Exception be amended to permit basketball players to use the exception any time there is a head coaching change. Other Issues 1. The SBC agreed that the initial counter limit (eight over a two year period) was a problem but had no solution or suggested changes. 2. The SBC agreed that coaching changes made after student-athletes have departed the campus for summer vacation are not in the best interest of the student-athletes and should be avoided. 3. The SBC agreed to meet via conference telephone call at 9:00 PM Sunday, 10/8/2000. The SBC Executive Committee would also meet at 9:00 PM Sunday, 10/1/2000. |
